Create Scale Group:

Navigate to `Applications` from the top navigation bar.

Select the `Scale Groups` tab.

Click `New Scale Group`.

Enter the required details including organization VDC, name, description, minimum and maximum number of VMs, VM template, storage policy, and network.

Click `Create Group and Add Rules`.

Add Auto Scaling Rule:

Select a scale group and navigate to `Rules`.

Click `Add Rule`.
-
Enter rule details including name, action (expand or shrink), number of VMs, cooldown period, and conditions.

Click `Add`.
